Before you make an offer, you can look up almost everything that matters about a property — zoning, flood, bushfire, what's been approved on the land — for free, in about two minutes. Most buyers never do, and it's where a surprising number of deals come unstuck.

Here's which tool to use, and more usefully, what each thing you find actually means for your finance. That second part is where we can help — a council map tells you a property has a flood overlay, but it won't tell you what that does to your borrowing capacity.
Which council covers your property?

Split localities. A few places sit across the boundary and belong to both councils depending on where in the locality the property is — Doonan, Eerwah Vale and Peregian Beach. For these, don't assume: search the address in both tools and see which one returns it.
Not sure? Search the address in either tool — the one that returns the property is your council. Properties north-west of Pomona towards Gympie fall under Gympie Regional Council, which runs its own system again.

What each overlay actually means for your loan
This is the part the council maps don't tell you. Overlays rarely cause a straight decline — they bite indirectly, through insurance, valuation and build cost.

- Work out the council — Noosa or Sunshine Coast (table above).
- Run the site report on the address. Two minutes, free.
- Check the approvals — does everything on the land actually have one?
- Get an insurance quote if there's a flood or bushfire overlay. Do this before you go unconditional.
- Send it to us before you make an offer, if anything looks unusual. Zoning, lot size and overlays change which lenders will look at the property — far better known beforehand than discovered when your finance clause is running.

How do I check zoning and overlays on a Sunshine Coast property?
Use Development.i, Sunshine Coast Council's free tool. Search the address and generate a Site Report — it returns zoning, overlays, flooding information, past and current applications, and water and sewer detail. It covers the Sunshine Coast council area only (Nambour, Eumundi, Yandina, Coolum, Buderim, Maroochydore, Caloundra, Kenilworth and so on), not Noosa Shire.
Does Development.i cover Cooroy, Pomona and Noosa?
No. Noosa Shire split from Sunshine Coast Council in 2014 and runs its own planning system, so Development.i returns nothing for Noosa Heads, Noosaville, Tewantin, Cooroy, Cooroy Mountain, Pomona, Cooran, Kin Kin, Black Mountain, Lake Macdonald or Tinbeerwah. Use Noosa Council's online mapping, Noosa Plan 2020 mapping and Site Information Report for those. It does cover Eumundi, which is a Sunshine Coast Council locality.
What council is Eumundi in?
Sunshine Coast Council — not Noosa Shire. Eumundi was part of the old Shire of Maroochy rather than the Shire of Noosa, so when Noosa de-amalgamated in 2014 and went back to its original boundaries, Eumundi stayed with Sunshine Coast Council. There's even a formal Eumundi–Doonan Local Plan Area. Cooroy, Cooroy Mountain and Pomona next door are Noosa Shire, so the boundary runs between Eumundi and Cooroy.
Which suburbs are Noosa Shire and which are Sunshine Coast Council?
Noosa Shire: Noosa Heads, Noosaville, Tewantin, Sunshine Beach, Cooroy, Cooroy Mountain, Pomona, Cooran, Kin Kin, Black Mountain, Lake Macdonald, Tinbeerwah, Federal, Cooroibah and Boreen Point. Sunshine Coast Council: Nambour, Eumundi, Verrierdale, North Arm, Yandina, Woombye, Burnside, Image Flat, Coolum Beach, Maroochydore, Buderim, Caloundra, Kenilworth, Belli Park, Mapleton and Montville. Doonan, Eerwah Vale and Peregian Beach are split between the two, so for those it depends where in the locality the property sits.
How do I check if a property floods?
Both councils publish flood mapping free. On the Sunshine Coast, a Development.i Site Report includes flooding overlay information. In Noosa, the council publishes flood mapping and the Flood Hazard Overlay under Noosa Plan 2020, covering areas modelled for a 1% Annual Exceedance Probability event. It's a property-by-property question — check the actual address rather than going on general impressions about the suburb.
Does a flood overlay stop you getting a home loan?
Usually not on its own. The real issue is insurance — lenders need the property insurable, and high premiums reduce borrowing capacity because insurance counts in serviceability. In severe cases cover can be hard to get at all, and that does become a lending problem. Get an insurance quote before going unconditional, while your finance clause still protects you.
What's a Development.i site report?
A free summary Sunshine Coast Council produces for an individual property: planning scheme zoning, overlays affecting the site, mapping links, past and current development and building applications with approval conditions, and general development detail including water, sewer and flooding. Generated instantly by searching the address.
How do I find out if a shed or granny flat was approved?
Search the property in the relevant council's application tracking — Development.i for Sunshine Coast properties, Noosa's Application Tracking for Noosa Shire. If a structure is on the land with no matching approval, it may be unapproved. That matters because valuers spot it and lenders generally won't lend against structures that aren't legally approved — it can cut the valuation or stop an application.
Do overlays affect a home loan application?
Rarely a direct decline, but they bite three indirect ways. Insurance — flood and bushfire overlays raise premiums, which lowers assessed capacity, and the place must stay insurable. Valuation — vegetation, riparian or landslide overlays restrict what can be built and can reduce value. Construction cost — bushfire and steep land overlays raise build costs, which matters on construction loans because funding is assessed against the finished valuation, not what you spend.
Can I Airbnb a property in Noosa?
Not automatically. Noosa regulates short stay letting through the Noosa Plan 2020 scheme, a Short Stay Accommodation Local Law and an approval framework, so it depends on the specific property and its approvals rather than being a general right. If you've worked out affordability assuming short stay income, confirm it's actually permitted before you commit — otherwise the whole basis of the purchase can fall over.
Does zoning affect which lenders will approve the loan?
Yes, especially on acreage. Rural residential generally sits inside normal home lending; rural or agricultural zoning can push the loan into a rural or commercial category with different rates, terms and deposit. Lot size interacts with it — most lenders treat up to about 2 hectares as standard residential, with the panel narrowing beyond. Checking zoning and lot size before you offer is the surest way to avoid a finance clause problem.
